Andreychuk; Resolved that section 4.5 (c) (Commencement of Meetings) of the Council Procedural By-law be suspended and that the Administration and Finance Committee meeting commence at 7:29 p.m.

Cruickshank; Resolved that an application by Karl Trumper of 4 Red Haven Drive, Grimsby regarding an appeal pursuant to Section 358 (1) Page 1 of 4 ADMINISTRATION & FINANCE December 14, 2009 of the Municipal Act be denied.

Cruickshank; Resolved that Report TM-09-13 dated December 8, 2009 with respect to 'Town of Grimsby Occupational Health & Safety (OHS) Policy and Program Update be received; and 1. That Council approve the corporate health and safety policies and procedures contained in the current update to the Corporation of the Town of Grimsby Occupational Health and Safety Program Manual (C0-GEN-OHS-MAN-001-001); and 2. That the Town Manager be authorized to execute the above policies and system procedures on behalf of Council; and 3. That Council provide the Town Manager, Departmental Authorities and Division Authorities authorization to generate and execute other health and safety related documentation as described in OHS Control of Documents (CO-GEN-OHS-PRO- 002-001).

Andreychuk; RESOLVED, That Report TM-09-14, Reconstruction/Redevelopment Grimsby Town Hall Budget Revision dated December 14, 2009 be received and that given the effects of the construction tender amounts the budget for the “Town Hall Project” be revised to $7,960,000.00. Andreychuk; Resolved that the memorandum prepared by the Town Clerk with reference to Dog Licensing for 2010 be received.

Andreychuk; Resolved that the accounts totaling $3,499,315.46 as per the listing dated December 10, 2009 be approved for payment.
