Planning Development Committee

Andreychuk; Resolved that Report P.A. 14-44, regarding a site plan application by Marmen Inc. for a proposed dental office at 6 Livingston Avenue be received; And that a by-law be passed that authorizes the Mayor and Clerk to sign the development agreement on the Town's behalf.

Jonnston; Resolved that Report P.A. 14-45, regarding the recommendation that the Grimsby Park Gate in Grimsby Beach at Phelps Avenue be designated under Part IV of the Ontario Heritage Act, be received; And that the notice of intention to designate be issued under Part IV Section 29 of the Ontario Heritage Act for the Grimsby Park Gate at Phelps Avenue.

Resolved that Report P.A. 14-26, regarding the recommendation that the Town of Grimsby enter into a Heritage Improvement and Restoration Grant Agreement up to $5,350 for window and woodwork restoration with the maximum Town contribution of $2,675 with Robert and Monica Paron at 224 Main Street East, be received; And that the associated by-law authorizing the execution of a Heritage Improvement and Restoration Grant Agreement be forwarded to Council for approval; And that the remaining portion of the application which totals $17,880 total construction cost be conditionally approved upon the allocation of funds to the Heritage Improvement and Restoration Grant Program for 2015.

Andreychuk; Resolved that Report P.A. 14-46 titled Winston Neighbourhood Commercial Policy Review be received; And that the terms of reference for the Winston Neighbourhood Page 4 of 7 Planning & Development Committee September 9, 2014 Commercial Policy Review be endorsed; And that a by-law be passed to authorize an agreement between the Corporation of the Town of Grimsby and Branthaven Development Corporation to cover a share of the costs of the Winston Neighbourhood Commercial Policy Review; And that a by-law be passed to authorize an agreement between the Corporation of the Town of Grimsby and LJM Developments to cover the remaining share of the costs of the Winston Neighbourhood Commercial Policy Review; And that the Sorensen Gravely Lowes Planning Associates Inc. proposal for the Winston Neighbourhood Commercial Policy Review in the amount of $25,000 be approved and that the funding for this be obtained from the Planning Studies account, based on matching funding received through cost sharing agreements; And that a by-law be passed to authorize an Agreement between Sorensen Gravely Lowes Planning Associates Inc. and the Corporation of the Town of Grimsby for a Winston Neighbourhood Commercial Policy Review.

Resolved that the Committee retire to a Closed Session to discuss personal matters about an identifiable individual, including Page 5 of 7 Planning & Development Committee September 9, 2014 municipal or local board employees - Heritage Trust Awards. Regarding litigation or potential litigation including matters before administrative tribunals, affecting the municipality or local board – OMB appeals Zoning By-law 14-45.

Resolved that the nominations put forth by the Heritage Advisory Committee in the Confidential Memorandum for the Ontario Heritage Trust Awards be approved.

Seaborn; Resolved that the following Public Meeting minutes be adopted as Schedule "A" to the Planning & Development Committee minutes, dated September 9, 2014. Schedule "A": Public Meeting Minutes dated August 12, 2014 Page 6 of 7 Planning & Development Committee September 9, 2014 Regarding a Zoning Amendment Application Z-14-04 560 North Service Road, LJM Developments

Johnston; Resolved, that the following Public Meeting Minutes be adopted as Schedule "B" to the Planning & Development Committee minutes, dated September 9, 2014.
