Resolved that Report FCR 13-07 dated May 8, 2013 with reference to the Open Air Burn By-law be received and that the current Open Air Burn Permit process and associated fees be modified as follows: It is recommended that a burn site inspection and subsequent open air burn permit for agricultural properties will remain valid for as long as the farmer continues to adhere to the conditions for burning established on the permit; e.g. location, fuel load within guidelines of the by-law, notifications, etc.

Resolved that Report TM-13-02 dated May 7, 2013 regarding Approval of Occupation Health and Safety Program Documents be received and that the following recommendations are approved: That Council approve the following corporate occupational health and safety (OHS) documents for inclusion into the Corporation of the Town of Grimsby Occupational Health and Safety Program Manual (CO-GEN-OHS-MAN-001-001): - Employee Incident Reporting (CO-GEN-OHS-PRO-009-001); - 3rd Party Incident Reporting (CO-GEN-OHS-PRO-009-002); - First Aid and PAD Program (CO-GEN-OHS-PRO-012-001); - Ladder Safety (CO-GEN-OHS-PRO-023-001); - Traffic Control (CO-GEN-OHS-PRO-024-001); Page 3 of 6 Administration & Finance Committee May 13, 2013 That the Town Manager be authorized to execute the above documents on behalf of Council.

Resolved; 1. That Report FIN 13-13 dated April 22, 2013 regarding the 2013 General Levy and Tax Rates be received; and, 2. That the tax ratios and subclass tax reductions as outlined in Schedule "A" be adopted in accordance with The Regional Municipality of Niagara By-law 34-2013; and, 3. That the Town of Grimsby general tax levy and tax rates as outlined in Schedule "B" be approved and that the tax levy and tax rates be included in the 2013 Tax Levy By-law.

Resolved; 1. That Report FIN 13-14 dated April 22, 2013 regarding the 2013 Regional General and Waste Management Tax Levies and Tax Rates be received; 2. That the Regional Municipality of Niagara General Levy and Tax Rates as outlined in Scheduled "A" be adopted in accordance with Regional Municipality of Niagara By-law 50- 2013 and that the levy and tax rates be included in the 2013 Tax Levy and Tax Rates By-law. 3. That the Regional Municipality of Niagara Waste Management Page 4 of 6 Administration & Finance Committee May 13, 2013 Levy and Tax Rates as outlined in Schedule "B" be adopted in accordance with Regional Municipality of Niagara By-law 50- 2013, and that the levy and tax rates be included in the 2013 Tax Levy and Tax Rates By-law.

Resolved; 1. That Report FIN 13-15 dated April 22, 2013 regarding the 2013 Education Tax Levies and Tax Rates be received; and 2. That the tax rates as outlined in Schedule "A" be approved and that the levy and tax rates be included in the 2013 Tax Levy and Tax Rate By-law.

Resolved, that Report FIN 13-16 dated April 22, 2013 regarding the 2013 Sanitary Sewer Levy and Rates be received, and that the rates as outlined in Schedule "A" be approved, and that the levy and rates be included in the 2013 Tax Levy and Tax Rate By-law.

Resolved that Report FIN 13-17 dated April 22, 2013 regarding the 2013 Water Rates be received, and that the rates as outlined in Schedule "A" be approved, and that the rates be included in the 2013 Water Rates By-law.

Resolved; 1. That Report FIN 13-18 dated April 22, 2013 regarding the 2013 Grimsby DIA Levy and Tax Rates be received; and 2. That the rates as outlined in Schedule "A" be approved, and that the levy and rates be included in the 2013 Tax Levy and Tax Rates By-law.

Resolved that Report TC-13-10 regarding Voting methods for the 2014 Municipal Election be received and that matter be

Resolved that Report TC-13-11 dated May 8, 2013 be received and that the Council of the Town of Grimsby approve an Agreement between the Town of Grimsby and DataFix for Municipal VoterView Services.

Resolved that Administration & Finance Committee move into a Closed Session under section 239(2)(d) of the Municipal Act, for a matter dealing with labour relations or employee negotiations.  Employee negotiations

That the Administration & Finance Committee return to open session.
