Wilson; That Report P.A. 14-16, regarding applications for zoning amendment, draft plan of subdivision approval and draft plan of common element condominium approval be received, and that: 1. The draft plans of subdivision and condominium be approved, subject to the conditions attached to this report as Appendices "A" and "B". 2. That the draft zoning by-law amendment attached to the report as Appendix "C" amended to reduce fencing flankage side yard setback requirement to 2.0 metres and the rear yard of Lot 12 to 5.5 metres, be forwarded to Council for approval following the submission of a draft 30M plan and surveyor's confirmation that all lots conform to the approved zoning. 3. That the draft zoning by-law amendment attached to the report as Appendix "D" be forwarded to Council for approval.

Johnston; That Report P.A. 14-17, regarding the West End Waterfront Master Plan and Trail Plan be received and endorsed; That the West End Waterfront Master Plan and Trail Plan be applied as a design guideline and plan, and expression of the Town's vision for implementing the policies of the Winston Neighbourhood Secondary Plan; And that the process for implementation of public realm action items included in the West End Waterfront Master Plan and Trail Plan which have budgetary implications be considered by Council after analysis of a business case for each action item by the appropriate standing committee; And that a Town of Grimsby grant application for $1,000,000 from the Regional Lakefront Enhancement Grant Program for the implementation of components of the West End Waterfront Master Plan and Trail Plan, as described in Section 3.0 of this report be approved.

That Report P.A. 14-11, regarding the 2014 Planning Department Operating budget with a gross amount of $604,930 and a levy amount of $358,110, be approved and forwarded to the Administration & Finance Committee for consideration in the Page 4 of 5 Planning & Development Committee March 27, 2014 overall budget. That the 2014 Economic Development Budget with a gross amount of $25,695 and a levy amount of $25,695 be approved and forwarded to the Administration and Finance Committee for consideration in the overall budget. That the 2014 Heritage Advisory Committee Budget with a gross amount of $33,070 and a levy amount of $23,070 be forwarded to the Administration & Finance Committee for consideration in the overall budget.
