Resolved that report FIN-24-15, West Lincoln Memorial Hospital Financial Grant Funding, dated June 27, 2024, be received as information; and 1. That Council hereby approve the grant funding to the Hamilton Health Sciences Corporation up to the amount of $9,300,926 towards the construction of the West Lincoln Memorial Hospital which in the opinion of Council, is in the interest of the Town of Grimsby to make such a grant; and 2. That Council acknowledges Section 106 of the Municipal Act, 2001, which prohibits financial assistance to commercial enterprises and confirms that the grant funds will be used only for the non- commercial capital components of the West Lincoln Memorial Hospital project; and 3. That Council authorize the Region of Niagara to proceed with a debenture issuance on behalf of the Town of Grimsby in the amount of $7,369,926 for a term of years not exceeding twenty (20) years; and 4. That Council confirms that the Treasurer has updated the calculation of the Town’s Annual Repayment Limit, ensuring that the Town is within the provincial limit.

That Council approves additional funding of $99,561 for the replacement of the Fire Department Aerial Truck, for a total project cost of $1,747,939 to be funded from the Equipment Replacement Reserve – Fire, to support the commitment to purchase one (1) new 2023 Spartan 100-foot aerial platform truck.
