Resolved that the minutes of the Council meeting of March 21, 2011 be approved.

Resolved that Administration and Finance Resolution AF-11-32 be lifted for separate consideration.

Resolved that the consolidated budget be received, and 1. That in accordance with Ontario Regulation 284/09 the Town exclude from its current estimates amounts for amortization expense and post- employment benefits expenses; and 2. That the Consolidated Budget Summary appearing as Schedule A to Report FIN 11-11 be approved and that the 2011 general tax levy of $7,836,330 and a capital tax levy of $638,500 resulting in a total levy of $8,474,830 be included in the 2011 Tax Rate By-law; and 3. That payment of the actual costs applicable to the debenture financing of the Grimsby Library/Art Gallery and the Peach King Centre be derived from the interest and related payments provided to the Town through a promissory note with Grimsby Power Inc.; and Page 3 of 5 Page 3 Council April 4, 2011 4. That for purposes of certainty and direction the amounts assessed to the operating budget for payment of the debentures identified in recommendation 3 are to be removed at the expiration of the debenture in 2014; and 5. That the sanitary sewer operating budget in the amount of $4,623,700 and the water system operating budget in the amount of $4,926,210 be approved.

Resolved that the minutes of the Committee of the Whole / Special Administration & Finance Committee meeting of March 28, 2011 be approved, as amended.

Resolved that the minutes of the Recreation Services Committee meeting of March 29, 2011 be approved.

Resolved that the minutes of the Committee of Adjustment meeting of March 29, 2011 be received and filed.

Resolved that the correspondence from John Dunstall, President of the Grimsby & District Chamber of Commerce dated March 14, 2011 with reference to the request for the Town of Grimsby to participate as the Key Sponsor of the Citizen of the Year event, be received.

Resolved that the memorandum prepared by the Town Manager with reference to the Grimsby & District Chamber of Commerce letter, be received.

Resolved that Council move to Closed Session under Section 239(2)(d) labour relations or employee negotiations - Employee negotiations

Resolved that Council return to open session.

Resolved that leave be given to introduce By-law No. 11-19 and same be now read a first time.

Resolved that By-law No. 11-19 just read a first time be now read a second and third time and finally passed and that the Mayor and Clerk do sign and seal the same any rule of the Council to the contrary notwithstanding.
