Resolved that the delegation from Carlos Alvarez, KPMG, regarding the 2025 Audit Plan, be received for information.

Resolved that report FIN-25-62, 2025 Audit Planning Report, dated November 27, 2025, be received for information.

Resolved that the Finance Committee hereby approves the following items and that the various consent items be approved on the recommendations as contained therein: 7.1 *FIN-25-52 That report FIN 25-52, WSIB Schedule 2 to Schedule 1 Transition – Updated, dated October 2, 2025, be received for information. 7.2 *FIN-25-53 That report FIN-25-53, Memo - Peach King Centre Expansion Cost Update - September 2025, dated October 2, 2025, be received for information. 7.3 *FIN-25-54 That report FIN-25-54, Capital Budgeting Practices, dated October 2, 2025, be received for information.

Resolved that report FIN 25-60, 2026 Borrowing for Current Expenditures, dated November 27, 2025, be received; and 1. That the by-law authorizing the temporary borrowing arrangements for $15,300,000 be brought forward for approval at the December 1, 2025, Council meeting.

Resolved that report FIN-25-65, Memo - Amendments to FIN-25-51, 2026 Consolidated User Fees and Charges, dated November 27, 2025, be received for information.

Resolved that report FIN-25-51, 2026 Consolidated User Fees and Charges, dated November 27, 2025, be received; and 1. That the recommended 2026 Draft Consolidated User Fees and Charges be approved as outlined in Appendices B through P; and 2. That staff be directed to prepare the necessary By-law and schedules to update the Consolidated User Fees and Charges effective January 1, 2026, for Council approval on December 1, 2025.

Resolved that the Finance Committee recommend that Council direct staff to prepare a report to be shared with the Finance Committee by February 2026 regarding the Town's long-term financial planning.

Resolved that report FIN-25-55, Long-term Reserve and Debt Forecast, dated October 2, 2025, be received for information.

Resolved that report FIN-25-59, Grimsby Community Development Grant 2026 Recipients, dated November 27, 2025, be received; and 1. That the selected applicant projects be approved for funding as recommended by the Grant Review Panel under the conditions of the Grimsby Community Development Grant Program.

Resolved that report FIN-25-61, 2026 Finance Committee Workplan, dated November 27, 2025, be received as amended.

Resolved that report FIN-25-62, 2026 Interim Tax Levy, dated November 27, 2025, be received; and 1. That a By-law be approved to provide for the 2026 Interim Tax Levy for the Town of Grimsby; and 2. That the interim tax levy installment due dates be set as March 6th, 2026, and May 1st, 2026.

Resolved that report FIN-25-66, 2025 Third Quarter (Q3) Financial Update, dated November 27, 2025, be received for information.

Resolved that the Finance Committee accept the resignation of Member Thomson.
