Resolved that Report DPW16-32 dated July 27, 2016, in regard to Regulate Heavy Motor Vehicle Traffic on Part of Woolverton Road and Park Road; Proposed Amendments to By-law 16-34, be received and that the proposed amendments to By-law 16-34 (Heavy Motor Vehicle Prohibition – Park Road and Woolverton Road from Ridge Road to Main Street – R R #81) as noted be approved and further, that the maximum Heavy Motor Vehicle Registered Gross Weight be increased in the By-law from 4.6 tonnes to 15.0 tonnes.

Kadwell; The correspondence received from John Van Ryn Jr. dated July 25, 2016 regarding increasing allowable By-law truck weights on Woolverton Road (Park Road) be received for discussion.

Bentley; Resolved that Report DPW16-22 dated June 24, 2016 regarding ‘2016 Annual DWQMS Management Review Report’ is received by Town Council for review and information.

Bentley; Resolved that Report DPW16-23 dated June 24, 2016 regarding ‘2016 Annual DWQMS Risk Assessment Update’ be received by Town Council for review and information.

Resolved that Report DPW16-29 dated July 20, 2016, regarding 15 Carpenter Court – Driveway Conflict with Streetlight Pole Location be received and that the Director’s recommendations contained therein be approved, subject to a maximum contribution of $1000.00 from the property owners.

Resolved that Report DPW16-30 dated July 25, 2016, regarding the Page 4 of 6 Public Works Committee August 10, 2016 Operation of Town Hall Turbine / Cogen Station be received for information and that the Turbine / Cogen Station continue to be operated in accordance with the recommendations herein.

Kadwell; Resolved that Report DPW16-31 dated July 27, 2016 regarding the ‘2016 Annual RQMS Operational Plan Endorsement’ be received by Town Council and that:  Council endorse the current revision of the RQMS Operational Plan, dated June 2016;  The Mayor be authorized to sign the current revision of the RQMS Operational Plan; and  Council re-endorse the existing RQMS Policy statement.

Bentley; Resolved that Report DPW16-33 dated August 3, 2016, be received and further that a by-law be drafted to authorize the Corporation of the Town of Grimsby to enter into a franchise agreement with Enbridge Gas Distribution Inc. for the purpose of the right to distribute natural gas to consumers in the Town of Grimsby, per the Municipal Franchises Act, R.S.O. 1990, c. M.55 as amended and further that the Mayor and Clerk be authorized to execute same.

Resolved that Report DPW16-34 dated August 10, 2016 regarding the Award of Contract PWC16-04-400002 QEW Crossing and North Service Road Sewer Rehabilitation be received and that the Director be authorized to award the contract to the low bidder, PipeFlo Contracting Corp. in the tendered amount of $379,344.00 (excluding H.S.T.) and further that the Director be authorized to carry out the additional work as recommended and further, that the Mayor and Town Clerk be authorized to execute the contract documents.

Resolved that the recommended By-law prepared by the Town's Solicitor, Rod Bush of Sullivan Mahoney, regarding the Release of any Town Interest in that part of the Road Allowance between Concession 3 and 4 of the Township of North Grimsby adjacent to Lot 21 in Concession 3 be approved by Town Council in order to validate the 1890 Road Closure Bylaw No. 90 to allow the Registered property owner William Wilfred Vickers to clear his property title, and further, that the Mayor and Town Clerk be authorized to sign the proposed By-law and any necessary documents related thereto.

Resolved that the correspondence received from Teresa Mueller, dated July 2, 2016, regarding the proposed Grimsby Terry Fox Run Page 6 of 6 Public Works Committee August 10, 2016 scheduled for Sunday, September 18, 2016 be received and the approval request to use Town roads for the event; subject to the Town receiving all required permits, insurance policy co-insuring the Town, Notices to Emergency agencies and the roads events permission form prior to the event.

Kadwell; Resolved that correspondence from M. Russo dated July 25, 2016 regarding the proposed Event and street closure for Saturday, August 20, 2016 be received and that subject to a Region of Niagara Permit that the Grimsby Town Council endorse the event, subject to the Fire Chief's requirements being met.
