Resolved that Resolution PD-20-09 of the February 11, 2020 Planning & Development Committee meeting minutes with reference to receiving the Heritage Grimsby Advisory Committee meeting minutes be lifted for separate consideration.

Resolved that Resolution GH-20-01 of the Heritage Grimsby Advisory Committee meeting minutes of January 23, 2020 be approved as amended to read: "Resolved that John Dunstall is elected as chair of the Heritage Grimsby Advisory Committee for the year 2020." And further resolved that Resolution GH-20-02 of the Heritage Grimsby Advisory Committee meeting minutes of January 23, 2020 be approved. "Resolved that Ann Brabant is elected as Vice Chair of the Heritage Grimsby Advisory Committee for the year 2020." RECORDED VOTE requested by Councillor Vardy: Yea: Councillor Dunstall , Kadwell, Ritchie, Sharpe, Vaine Nay: Councillor Bothwell, Freak, Vardy and Mayor Jordan

Resolved that staff be directed to further investigate and provide a report on by-law enforcement support in regards to parking enforcement i Including :  current workload  time commitment  third parties .

Resolved that staff bring back a status update on outstanding closed session items that are currently still under the exceptions of s.239 of the Municipal Act.

Resolved that the leave be given to introduce By-law Nos. 20-11 to 20-17 inclusive and that same be read a first time.

Resolved that the Council meeting minutes of February 3, 2020 be approved.

Resolved that the Special Council meeting minutes of February 10, 2020 be approved.

Resolved that the Administration & Finance Committee meeting minutes of February 10, 2020 be received and that the recommendations contained therein be approved.

Resolved that the Planning & Development Committee meeting minutes of February 11, 2020 be received and that the resolutions contained therein be approved as amended.

Resolved that the Public Works Committee meeting minutes of February 12, 2020 be received and that the recommendations contained therein be approved.

Whereas Councillor Vardy returned her portion of GEI Board compensation; therefore be it resolved that staff be directed to provide a report to review donations which include policy regarding the amount and where it applies.

Resolved that the Committee of Adjustment meeting minutes of February 4, 2020 be received and filed.

Resolved that the correspondence from the Region of Niagara with reference to the New Niagara Official Plan - Public Consultation Summary be received.

Resolved that the correspondence from the Region of Niagara with reference to the Memorandum of Understanding for Planning Function and Services between Niagara Region and Local Area Municipalities be received.

Resolved that leave be given to introduce By-law Nos. 20-11 to 20-17 inclusive read a first time be now read a second and third time and finally passed and that the Mayor and Town Clerk do sign and seal the same; and rule of Council to the contrary notwithstanding.
