Resolved that the April 17, 2023 Committee of the Whole agenda be approved.

Resolved that the Grimsby Heritage Advisory Committee Council Endorsement Package be approved.

Resolved that the meeting minutes of the following Committees and Boards be received:  Grimsby Heritage Advisory Committee - April 11, 2023  Committee of Adjustment - February 23, 2023 and March 22, 2023  Grimsby Public Library Board - January 11, 2023  Joint Fire Services Advisory Committee - November 4, 2021, January 6, 2022, April 7, 2022 and July 7, 2022

Resolved that the delegation from Cathy McGrath be received.

Resolved that the Committee of the Whole hereby approves the following items and that the various consent items be approved on the recommendation as contained therein: FIN-23-18, DCS-23-07, DCS-23-08, DCS-23-09, DCS-23-10, DCS-23- 11, DPW-23-09, PA-23-13, PA-23-14, PA-23-15 a) That report FIN-23-18, 2022 External Audit Planning Report, dated April 17, 2023be received for information. b) That report DCS-23-07, Grimsby Museum 2022 Annual Report, dated April 17, 2023 be received for information. c) That report DCS-23-08, Community Services Information Report – April 2023, dated April 17, 2023 be received for information. d) That report DCS-23-09, Road Use for the Peach Bud Race, Niagara Triathlon, and Women’s Triathlon Festival, dated April 17, 2023 be received for information; and 1. That Council approve the use of Town roadways for the Peach Bud, Niagara Triathlon and Women’s Triathlon Festival races held June 27, 2023, July 16, 2023, and August 12 & 13, 2023 respectively, subject to the issuance of valid permits and notification to the Niagara Region, Niagara Regional Police, and EMS. e) That report DCS-23-10, Happening in Grimsby 2023 – Road Closure, dated April 17, 2023 be received for information; and 1. That Council endorse the event-related road closures on Main St. West from June 15 – 18, 2023 to be forwarded for approval to the Niagara Region. f) That report DCS-23-11, Grimsby Farmers Market – Road Closure Support 2023, dated April 17, 2023 be received for information;

Resolved that report TC-23-08, Standing Committee Terms of Reference and Procedural By-law Amendments – Amendments to Report TC-23-05 be received; and 1. That Council approve the amendments to the Standing Committee Terms of Reference and Procedural By-law 20-65; and 2. That Council approve livestreaming of the Standing Committee, Committee the Whole and Council meetings; and 3. That the Town Clerk make the necessary notifications to the public as it relates to the new governance structure beginning in May 2023.
