Resolved that Alderman Steve Berry is appointed Vice Chair for the Public Works Committee.

Resolved that Report DPW10-49 dated October 29, 2010 regarding Dorchester Drive – Traffic Safety Study (Including the Bell Avenue/Udell Way Intersection) be received and endorsed and that Town staff proceed with the (7) seven recommendations identified within this staff report.

Resolved that Report DPW10-50 dated December 7, 2010 regarding proposed parking restrictions on Patton Street, be received and that the Town’s Traffic By-law 89-2000 be amended by adding the following: Schedule “C” (Parking Prohibitions) Highway Side From To Time Patton Street East Main Street West A point 60 metres Anytime (RR#81) Northerly Patton Street West Livingston Avenue A point 60 metres Anytime (RR#512) Northerly

Resolved that Report DPW10-51 dated November 4, 2010 regarding Beech Street – Requested Parking Restrictions on Park Frontage be received and that “No Parking” restrictions be approved for approximately a 6-metre section across the northerly park entrance and that the Town’s Traffic By-law be amended accordingly.

Resolved that Report DPW10-53 dated December 6, 2010 regarding the 2010- 2011 Winter Control Procedure Manual be received by Council for information.

Resolved that Report DPW10-54 dated December 6, 2010 regarding release of Maintenance Holdback for Contract PWC10-02-320059, Sidewalk Construction Casablanca Blvd & South Service Road be received and further that the Director be authorized to release the Maintenance Holdback in the amount of $2,514.00 plus GST to Alfidome Construction Limited.

Resolved that Report DPW10-55 dated December 9, 2010 entitled ‘Town of Grimsby Drinking Water System - Backflow Prevention Program Property Compliance Update and Water Shut Off Notification Process’ is received by Town Council for information.

Resolved that Report No. DPW10-56 dated December 7, 2010 regarding the Assumption of Municipal Services for South Beach Village Subdivision be received, and further, that the Director of Public Works be authorized to release Page 5 of 9 Public Works December 15, 2010 the current Letter of Credit in the amount of $69,282.13, and further, that the Director of Public Works be authorized to issue the Final Certificate of Completion of Services, and further, that the Mayor and Town Clerk be authorized to execute the necessary Roadway Assumption By-law.

Resolved that Report DPW10-57, dated December 7, 2010, regarding Release of the Ten Percent Construction Lien Holdback – Woolverton Road Stabilization – Storm Sewer be received, and that the Director be authorized to release the Ten Percent Construction Lien Holdback in the amount of $30,528.14 to Howlett Development & Construction Services and further release the 2% One-Year Maintenance Holdback in the amount of $6,105.63, subject to deficiencies being rectified to his satisfaction, when the one-year maintenance period expires on October 19, 2011.

Resolved that Report DPW10-58, dated December 7, 2010, regarding the Release of the Ten-Percent Construction Lien Holdback for Contract PWC10- 02-320003, Surface Treatment Program 2010 be received, and that the Director Page 6 of 9 Public Works December 15, 2010 be authorized to release the Ten-Percent Construction Lien Holdback in the amount of $11,117.52 in favour of Norjohn Contracting and Paving Limited.

Resolved that the Public Works Committee go into Closed Session to deal with a legal matter in accordance with Section 239 (2)(e) of the Municipal Act, 2001.

Resolved that the Committee return to Open Session.

Resolved that Report DPW10-52 dated November 4, 2010 regarding Patton Street Soils Compensation be received and that the Recommendation contained therein be approved.

Page 7 of 9 Public Works December 15, 2010 Resolved that the correspondence received from In Stride Productions Ltd. dated September 29, 2010 regarding the Grimsby Half Marathon and 3k Races to be held on Sunday, February 27, 2011 be received and the proposed routes under Town jurisdiction be approved subject to the applicant notifying the emergency services, advertising the race schedule and route in the two local newspapers at least one week prior to the event and submitting all required permit and insurance documents.

Resolved that correspondence from Dave Mucyk of Work Endurance Canada Inc. dated October 18, 2010 regarding the Grimsby Triathlon Races scheduled for August 7, 2011 and that the event be approved subject to the applicant submitting required insurance certificate, obtaining Regional Permits, notifying the emergency services and advertising the race schedule and route in the two local newspapers at least one week prior to the event.

Page 8 of 9 Public Works December 15, 2010 Resolved that correspondence from Michelle Seaborn on behalf of the Grimsby Farmers' Market dated December 8, 2010 be received and that the Town endorse this proposal to close Main Street from Christie Street to Ontario Street every Thursday from 1:00 p.m. to 8:00 p.m. from June 2nd to October 6th, 2011 in order to hold the Grimsby Farmers' Market weekly events.

Resolved that the DIA minutes of September 30 and November 18, 2010 be received for information and filed.

Resolved that the Mayor and Clerk be authorized to execute Town Maintenance Easement Agreements with C. and N. Hubbard (115 Gibson Street) and G. and T. Cote (117 Gibson Street) for the lands necessary to replace the Forty Mile weir, being Part 1, Part 2 and Part 3 of Registered Plan 30R-13632.
