Planning Development Committee

Resolved that Report P.A. 15-28 regarding an application to remove Part Lot Control for 270 Main Street West, Jordan Heights Subdivision, be received, and that: 1. A By-law to lift Part Lot Control be forwarded to Council for approval following the registration of the subdivision and condominium plans; 2. An Amendment to the Subdivision Agreement is hereby approved; and 3. A By-law be passed authorizing the Mayor and Town Clerk to sign the amending agreement on the Town's behalf.

Resolved that Preliminary Report 15-26 “Community Improvement Plans”, regarding future community improvement plans for Grimsby dated June 23, 2015 be received; AND THAT Council endorses the Preparation of a Community Improvement Plan for the linear employment corridor running parallel with the South Service Road and consultation with area stakeholders; And THAT Council endorses the Preparation of a Community Improvement Plan for the West End Waterfront Trail Area and consultation with area stakeholders; And THAT a report be brought forward to Council with a Terms of Reference and budgeting for any Consulting Services required to implement the Employment Area and Waterfront Community Page 3 of 5 Planning & Development Committee June 22, 2015 Improvement Plans; AND THAT A public open house be held with the Grimsby Beach Community to determine interest in establishing a Community Improvement Plan and/or Heritage Conservation District for Grimsby Beach, with a follow up report to Heritage Advisory Committee and Planning and Development Committee; And THAT a report be brought forward to Planning and Development Committee with a Terms of Reference and budgeting for Consulting Services required to implement the Grimsby Beach Community Improvement Plan and/or Heritage Conservation District Plan.

Resolved that Report P.A. 15-27 regarding a site plan application by 1046969 Ontario Inc. for a proposed single detached dwelling be received; And that the application be approved subject to the conditions listed in Appendix "A" to this report; And that a by-law be passed that authorizes the Mayor and Clerk to sign the development agreement on the Town's behalf.

Seaborn; Resolved that Council approve the preparation of a Winston Neighbourhood Mixed Use/High Density area development review matrix, with an estimated budget of $10,000 to be funded through the Planning Department Reserve. And that Council approve the retaining of a consultant to undertake peer review services for urban design, including built form, landscaping and streetscaping for the Winston Neighbourhood Mixed Use/High Density area, to be funded through peer review fees charged back to the applicants as part of the development review process. And that as per By-law 04-119, formal and informal Quotation Activity, that staff obtain the required quotations for the proposed works and report to Council at its July 2015, meeting with an update with respect to consultant selection.

Gillespie; Resolved that Council approve the preparation of a Main Street Winston Road Streetscape plan as described in Agenda item a), Planning and Development Committee, June 22, 2015, with an estimated budget of $17,500 to be funded through the Planning Department Reserve.
