Resolved that the minutes of the Council meeting of August 24, 2009 be approved.

Resolved that the presentation by Chief Chris Halliday and Fire Prevention Officer Vince Giovannini with reference to Fire Prevention Week, be received.

Resolved that the presentation by Jo O'Brien, Director of Education, Alzheimer Society Niagara Foundation, with reference to Alzheimer Coffee Break campaign, be received.

Resolved that the deputation by David Wylie, VP for Development & Communications for the YMCA of Niagara with reference to an update on the West Niagara YMCA be received.

Resolved that the deputation by Tony Quirk, Chair of the Grimsby Downtown Improvement Area with reference to an update on the Business Retention/Expansion Plan be received.

Resolved that Resolution #AF-09-82 from the minutes of the September 14, 2009 Administration and Finance meeting be lifted for separate consideration. Resolved that the minutes of the Administration & Finance Committee meeting of September 14, 2009, be approved as amended.

Resolved that the minutes of the Public Works Committee meeting of September 16, 2009 be approved.

Resolved that the Recreation Services Committee minutes of August 25, 2009 be received.

Resolved that Report FCR09-12 dated September 15, 2009, with reference to Fire Prevention Week be received and that the dates of October 4 - 10, 2009 be proclaimed Fire Prevention Week.

Cruickshank; Resolved, that the correspondence listed as Resolutions from Other Municipalities, be received.

Andreychuk; Resolved that the Council of the Town of Grimsby approve the recommendation of the Board of Directors of the Grimsby Downtown Improvement Area to appoint Tony Macri as a member of the Grimsby DIA Board of Management for the balance of the term of Council.

Andreychuk; Resolved that leave be given to introduce By-law Nos. 09-72 - 09-76, inclusive and the same be now read a first time.

Resolved that By-law Nos. 09-72 - 09-76, inclusive, just read a first time be now read a second and third time and finally passed, that the Mayor and Clerk do sign and seal the same, any rule of this Council to the contrary notwithstanding.
