Resolved that the delegation of Niagara-on-the-Lake Councillor Collard with reference to Niagara Regional Police Services be received.

Resolved the Report TM-14-01 dated April 7, 2014 regarding Approval of Occupational Health and Safety Program Documents be received and that the following recommendations are approved: That Council approve the following corporate occupational health and safety (OHS) documents for inclusion into the Corporation of the Town of Grimsby Occupational Health & Safety Program Manual (CO-GEN- OHS-MAN-001-001); Page 3 of 6 Administration & Finance Committee April 14, 2014 - Employee Driver's License Program (CO-GEN-OHS-PRO-023-004); - Confined Space Entry (CO-GEN-OHS-PRO-023-004); That the Town Manager be authorized to execute the above documents on behalf of Council.

Resolved that Report FIN 14-09, Payment Card Service Fees, dated March 27, 2014 be approved, and; That, a by-law be prepared authorizing payment card service providers to charge service fees on payment card transactions.

Resolved that Report FIN 14-14 dated April 8, 2014 regarding the 2014 Water Rates be received, and; That the rates as outlined in Schedule "A" be approved, and; That the rates be included in the 2014 Water Rates By-law.

Resolved that Report TC-14-10 dated April 10, 2014 be received and that the Clerk be directed to retain Scytl for the provision of election services for the 2014 Municipal Election.

Resolved that Report FCR-14-07 dated April 10, 2014 with reference to the Facilities Schematic Designs and Preliminary Costing Report be received.

Resolved that Report FCR-14-08 dated April 10, 2014 with reference to the Regional Fire Investigation Tracking Data Base Agreement be received, and; That the Fire Chief be authorized to execute the document.

Resolved that Report TM-14-02 dated April 10, 2014 regarding the Page 5 of 6 Administration & Finance Committee April 14, 2014 Information Systems Technician position be received, and that the position move from a Contract position to a regular employee position under the Town's Document of General Working Conditions for Salaried staff effective April 26, 2014.

Resolved that correspondence from the Region of Niagara dated March 26, 2014 with reference to the Long Term Energy Plan regarding hydro rates be received.

Resolved that Committee go into Closed Session under Sec. 239(2)(d) labour relations or employee negotiations - Grimsby Fire Department Fire Prevention Staffing and Succession Planning

Resolved that Committee return to Open Session.

Resolved that Report FCR-14-06 dated April 10, 2014 with reference to the Grimsby Fire Department Fire Prevention Staffing and Succession Planning be received, and; That the recommendations of the executive summary be approved with the following changes. 1. That a Fire and Life Safety Educator position be considered for the Grimsby Fire Department structure 2. That the Chief and Treasurer work with the Town Manager to address the financial impacts and considerations.
