Resolved that the Council meeting minutes of August 17, 2015 be approved.

Resolved that the delegation of Nancy Elkins, Board member of the Alzheimer Society Niagara Foundation with reference to the 2015 National Coffee Break Campaign, September to December 2015 be received.

Resolved that the delegation of Brian Hutchings Co-chair of Leadership Giving with the United Way St. Catharines & District with reference to the 2015 Campaign be received.

Resolved that the Committee of Adjustment minutes of August 18, 2015 be received and filed.

Resolved that the Recreation Services Committee of August 25, 2015 be approved.

Resolved that the Public Works Committee meeting minutes of September 15, 2015 be approved.

Resolved that the Council of the Town of Grimsby lift Resolutions PD 15-72 and PD 15-67 from the September 15, 2015 Planning and Development Committee Meeting minutes for separate consideration.

Resolved that the Memorandum from Senior Planner W. Basic pertaining to Draft Plan of Subdivision, Azure West Village, Winston Road at Oakes Road be received, and; That Report P.A. 15-30 regarding applications for Zoning Amendment, Draft Plan of Subdivision and Draft Plan of Condominium Approval by Marz Homes (Niagara) Inc., Azure West Village be received and that: a) the plan of subdivision be draft approved subject to the conditions of Appendix "A" to this report as amended to revise Condition 1 to recognize the June 29, 2015 draft plan and to remove Condition 28; b) the plan of condominium be draft approved subject to the conditions in Appendix "B" to this report as amended to revise Condition 1 to recognize June 29, 2015, draft plan; and Page 5 of 10 Council September 21, 2015 c) the zoning amendment application be approved and that the draft by-law attached to the report as Appendix 'C' be forwarded to Council for approval following the submission of a draft 30 M plan that incorporates the recommended revisions together with the certified list of frontages and areas of all lots and blocks.

That Report PA-15-37 entitled “Consultant Selection, Peer Review Urban Design Services and Design Matrix, Winston Neighbourhood Mixed use High Density Area dated September 21, 2015 be received; and, That details of the final proposal from Sorensen Gravely Lowes Planning and Design Inc. in the estimated amount of $8,000 to $10,000 for development of an Urban Design Review Matrix be forwarded to Council and approved; and, That a By-law be passed to authorize an Agreement between Sorensen Gravely Lowes Planning and Design Inc. and the Corporation of the Town of Grimsby for development of an Urban Design Review Matrix and ongoing Peer Review Urban Design Services as required in the Winston Neighbourhood Mixed Use High Density Area.

Resolved that the Planning & Development Committee meeting minutes be approved as amended.

Resolved that the Committee of Adjustment meeting minutes of September 15, 2015 be received and filed.

Resolved that the Southward Community Park Primary Hydro, Parking Lot/Roadway Lighting and Irrigation Pump Hydro Service Installation Quotation Report DRS15-19 be received and that the quotation in the amount of $414,165.06 plus applicable taxes for the installation of the main and irrigation hydro services as well as the parking lot and roadway lighting from V. Gibbons Contracting Ltd., be accepted and added as an approved extra to contract RFC2014-01.

Resolved that Report P.A. 15-36 regarding zoning amendment application by Romlee Homes for the removal of holding provisions, 288 Main Street East, Unit 9, be received and that the application be approved. Further that the draft by-law attached to the Appendix 'A' be passed.

Resolved that the Resolutions from Other Municipalities be received.

Resolved that Mayor Bob Bentley and Alderman Nick DiFlavio be approved to attend the National Trust Conference in Calgary, Alberta in October 2015.

Resolved that leave be given to introduce By-law Nos. 15-71 to 15- 75 inclusive and that same be read a first time.

Resolved that Council meet in Closed Session under 239(2)(b) of the Municipal Act, 2001, personal matters about an individual, including municipal or local board employees -Report FCR 15-12, Grimsby Fire Department - Contract Chief Prevention Officer -Transit Investigation Committee

Resolved that Council meet in Closed Session under Sec. 239(2)(e) of the Municipal Act, 2001, litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board - Official Plan Amendment and Zoning Plan Amendment Applications, 25 Bartlett Avenue

Resolved that Council return to Open Session.

Resolved that the Administration & Finance Committee meeting minutes of September 14, 2015 be approved as amended.

Resolved that the following applicants be appointed to the Transit Investigation Committee for the Town of Grimsby as follows: Dorothy Bothwell Sabrina Farrace Kathy Glodziak Craig Leger Brian Merritt Richard Paola Heinz Schweinbenz Dave Kadwell Joanne Johnston Michelle Seaborn Dave Wilson

Resolved that leave be given to introduce By-law Nos. 15-71 to 15-75 inclusive read a first time be now read a second and third time and finally passed; and that the Mayor and Town Clerk do sign and seal the same, any rule of Council to the contrary notwithstanding.
