Resolved that Report TC-10-09 dated July 7, 2010 be received for information; Page 2 of 5 Administration & Finance July 12, 2010 And further that Council hereby supports the establishment of a Joint Compliance Audit Committee to be called the 'Niagara Compliance Audit Committee'; And further that Council hereby approves the Terms of Reference for the Niagara Compliance Audit Committee; as amended to include a $50.00 appeal application fee; And further that a by-law be submitted to Council at its meeting of July 19, 2010 to establish and approve the Terms of Reference for the Committee; And further that the Clerk be directed to continue working with the Area Clerks participating in the NCAC to ensure compliance with Section 81 and 81.1 of the Municipal Elections Act.

Resolved that Report FIN 10-19 dated June 29, 2010 regarding the 2009 Revenue Fund Statement of Operations be received, and that all transfers to and from Reserves be approved.

Resolved that Report FIN 10-20 dated June 29, 2010 regarding the 2009 General Capital Fund Statement of Operations be received, and that all reserve transfers as summarized in Schedule B be approved.

Resolved that Report FIN-10-21 dated June 29, 2010 regarding the 2009 Environmental Services Revenue Fund Statements of Operations be received, and that the 2009 Sewer and Water surpluses be transferred to the Sanitary Sewer and Water Reserves.

Resolved that Report FIN 10-22 dated June 29, 2010 regarding the 2009 Environmental Capital Funds Statement of Operations (Schedule A and B) be received, and that all reserve transfers as summarized in Schedule C be approved.

Resolved that Report TC-10-08 dated July 7, 2010 be received and that staff prepare a by-law to provide for the composition of the Grimsby Public Library Board to be considered at the July 19, 2010 Council meeting.

Resolved that Committee meet in Closed Session to consider personal matters about an identifiable individual, pursuant to Section 239 (2)(b) of the Municipal Act, 2001.

Resolved that Committee return to open session.
