Resolved that the delegation of Lynne Cunningham, Account Manager Municipal and Stakeholder Relations, MPAC with reference to 2016 Assessment Update be received.

Resolved that Report TC 16-12 dated September 6, 2016 be received and that the updated Town of Grimsby 2016 Annual Report on the Multi Accessibility Plan be approved.

Resolved that, 1. Report FIN 16-28 regarding the 2016 Authorization to Issue Debentures be received; and 2. That Council authorize the Regional Municipality of Niagara to issue debentures through infrastructure Ontario on behalf of the Town of Grimsby in an amount not to exceed $7,821,000., repayable over a term not exceeding twenty (20) years to fund a capital works to be financed from long term debt as listed in Schedule "A"; and 3. That a By-law be enacted authorizing the Regional Municipality of Niagara to issue debentures through Infrastructure Ontario on behalf of the Town of Grimsby.

Resolved that Report TC 16-14 dated September 9, 2016 be received and that the Council of the Town of Grimsby approve the amendments to the Code of Conduct Policy.

Resolved that, 1. Report FIN 16-29 dated August 31, 2016 regarding Payment Card Service Fees be received; and 2. That the Treasurer be authorized to execute an amending agreement to the Master Services License and Support Agreement with Paymentus Corporation to include the acceptance of parking ticket payments, and 3. That By-law 14-34 be repealed and that a new by-law be prepared to establish a service fee for payment card processing services to include the acceptance of parking tickets.

Resolved that Committee meet in Closed Session under the Municipal Act, 2001, Sec. 239(2)(b) personal matters about an identifiable individual including municipal or local board employees; and Sec: 239(2)(d) labour relations or employee negotiations - Communications position - Administration Clerk

Resolved that Committee return to Open Session.

Resolved that Report TC 16-13 dated September 7, 2016 be received and that Administration & Finance Committee recommend to Council to approve hiring an Administration Clerk.
