Planning Development Committee

Resolved that Report P.A. 17-03, regarding applications for Draft Plan of Common Element Condominium Approval and Removal of Part Lot Control by Branthaven Lakeview Inc., Lake House Subdivision be received and that; a) the plan of common element condominium, with associated easements, be draft approved subject to the conditions in Appendix "A" to this report; b) an Amendment to the Subdivision Agreement is hereby approved; c) a By-law to temporarily lift Part Lot Control be forwarded to Council for approval following the execution of the agreement that amends the subdivision agreement; and d) the appropriate by-laws be passed that authorize the Mayor and Town Clerk to sign all agreements on the Town's behalf necessary to implement these approvals.

Resolved that Report P.A. 17-04, regarding the 2017 Planning Department Operating Budget with a gross amount of $868,700 and a levy amount of $433,350, be approved for consideration in the 2017 Consolidated Budget. Page 3 of 7 Planning & Development Committee February 14, 2017 And that the 2017 Economic Development Budget with a gross amount of $23,880 and a levy amount of $19,180 be approved for consideration in the 2017 Consolidated Budget. And that the 2017 Heritage Conservation Budget with a gross amount of $24,080 and a levy amount of $24,030 be approved for consideration in the 2017 Consolidated Budget. And that the 2017 Planning Capital Budget with a gross amount of $3,800 and a levy of $0 be approved for consideration in the 2017 Consolidated Budget.

Resolved that Report DBE-17-3 dated February 14, 2017, be received and the Building Department 2017 Operating Budget with a gross amount of $624,000.00 and a levy amount of $0 be approved and forwarded to the Administration and Finance Committee for consideration in the overall budget.

Resolved that Report DBE-17-4 dated February 14, 2017, be received and the Building Department 2017 Capital budget with a gross amount of $75,000.00 be approved and forwarded to the Page 4 of 7 Planning & Development Committee February 14, 2017 Administration & Finance Committee for consideration in the overall budget.

Resolved that Report DBE-17-5, dated February 14, 2017, be received and the By-law Enforcement 2017 Operating Budget with a gross amount of $193,840.00 and a levy amount of $143,840.00 be approved and forwarded to the Administration and Finance Committee for consideration in the overall budget.

Resolved that Report P.A. 17-06, titled "Consultant Selection, Section 37 Review Study", dated February 14, 2017, be received. And that the Town of Grimsby Section 37 Review Study, Terms of Reference, be received and endorsed. And that the Sorensen-Gravely-Lowes Planning & Design Inc. proposal dated January 17, 2017 for the Section 37 Review Study for the Town of Grimsby in the amount of $17,500 plus HST be approved. And that a by-law be passed to authorize an Agreement between Sorensen-Gravely-Lowes Planning & Design Inc. and the Corporation of the Town of Grimsby for a Section 37 Review Study Page 5 of 7 Planning & Development Committee February 14, 2017 for the Town of Grimsby. Further, that the Mayor and Clerk be authorized to sign the agreement on the Town's behalf.

Resolved that Report P.A. 17-05 regarding the building at 5 Bolton Avenue be received and that 5 Boulton Avenue be included in the Grimsby Heritage Register.

Resolved that the minutes of the GEDAC meeting held on January 25, 2017, be received as information.

Resolved that the following Public Meeting minutes be adopted as Schedule "A" to the Planning & Development Committee minutes dated February 14, 2017. Resolved that the Planning & Development Committee go into closed session Under Section 239(2) of the Municipal Act; litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board - Ontario Municipal Board Appeal 560 North Service Road

Resolved that the Planning & Development Committee return to Open Session.
