Resolved that Report TM-11-06 dated November 8, 2011 regarding Approval of New Corporate Occupational Health and Safety Program Documents is received for review and that this report and the following recommendations are approved: That the following corporate occupational health and safety (OHS) documents be approved for inclusion in the Corporation of the Town of Grimsby Occupational Health and Safety Program Manual (CO-GEN-OHS- MAN-001-001): 1. Procedures:  Heat Stress (CO-GEN-OHS-PRO-018-006);  Cold Stress (CO-GEN-OHS-PRO-018-007);  OHS Training Program (CO-GEN-OHS-PRO-006-001);  WHMIS Program (CO-GEN-OHS-PRO-026-001); 2. Matrices:  OHS Training Matrix (CO-GEN-OHS-PRO-026-001); and That the Town Manager be authorized to execute the above documents on behalf of Council.

Resolved that Report TC-11-15 regarding Closed Session matters from standing committee minutes be received, and that Council Agendas will include a closed session segment to consider matters that were considered in closed session by Town Committees where Committee minutes are being considered by Council for approval.

Resolved that Report FIN 11-28 Budget Guidelines dated December 5, 2011 be received; and That the budget guidelines, procedures, and schedule found in Schedules A, B and C be approved.

Resolved that the Town’s insurance deductible with Jardine Lloyd Thompson be increased from $10,000 to $25,000 commencing in 2012 at a savings of $50,000 be approved; and That a volunteers accident policy in the amount of $50,000 be added to the Town’s insurance coverage at an annual cost of $750, be approved.

Resolved that Report FCR 11-16 dated December 5, 2011 with reference to the Computer Aided Fire Dispatch Agreement - 2012 between the Corporation of the City of St. Catharines and the Corporation of the Town of Grimsby be received and that the Mayor and Clerk be authorized to sign the agreement.

Resolved that Report FCR 11-17 dated December 5, 2011 with reference to the Tiered Medical Response be received and that the Fire Chief be authorized to make the appropriate changes to the deployment agreement with Niagara Emergency Medical Services to reflect the recommendations in FCR 11-09.

Resolved that Report FCR 11-19 dated December 5, 2011 with reference to Grimsby Fire Department Discipline and Grievance Policy Statement be received and be forwarded to Council for approval.

Resolved that correspondence from Shabri Properties Limited, dated November 25, 2011 with reference to Niagara North Condominium Corporation No. 26, 4 Rossmore Avenue be received.

Resolved that the Committee meet in Closed Session under Section 239 (2)(d) of the Municipal Act, 2001 - FCR 11-18 Grimsby Fire Department Employment Relations - Revised

Resolved that Committee return to open session.

Resolved that Confidential Report FCR 11-18 dated December 5, 2011 with reference to Grimsby Fire Department Employment Relations be received Page 6 of 6 Administration & Finance December 12, 2011 and that the Conditions Regarding Wages and Employment between the Corporation and the Grimsby Firefighters Group be forwarded to Council for approval.
