Resolved that the Public Meeting delegation of Jamie Cook, Manager Demographics & Land Use Need Studies, Watson & Associates with reference to the Town of Grimsby Development Charges Background Study of September 1, 2016 and amendment of October 4, 2016 be received.

Resolved that the Council meeting minutes of October 3, 2016 be received and the recommendations contained therein be approved as amended.

Resolved that the Administration & Finance Committee meeting minutes of October 11, 2016 be received and that the recommendations therein be approved.

Resolved that the Planning & Development Committee meeting minutes of October 11, 2016 be received and that the recommendations contained therein be approved.

Resolved that the Carnegie Building Tender Opening Follow-up Report DRS16-19 be received and that the low tender in the amount of $587,000 plus applicable taxes for contract RFC16-F02 – Grimsby Carnegie Building Repairs and Restoration Project from TRP Construction General Contractors be accepted and further that the Mayor and Town Clerk be authorized to sign the necessary contract documents.

Resolved that subject to satisfactory reference checks by the Town Manager, the Mayor and Clerk are authorized to sign all relevant documents required to enter into an agreement between the Town and BlackLine Consulting for the provision of services as outlined in RFP 2016-TM01.

Resolved that the Committee of Adjustment meeting minutes of October 11, 2016 be received and filed.

Resolved that the Grimsby Museum Board meeting minutes of September 7, 2016 be received and filed.

Resolved that the correspondence from the Association of Municipalities of Ontario dated October 6, 2016 with reference to What's Next Ontario project be received and endorsed.

Resolved that the correspondence from the Teachers of English as a Second Language Association of Ontario dated June 17, 2016 with reference to a request to declare November 20 - 26, 2016 as English as a Second Language Week be received.

Resolved that the Resolutions from Other Municipalities be received.

Resolved that leave be given to introduce By-law Nos. 16-69 to 16- 72 inclusive and that same be read a first time.

Resolved that leave be given to introduce By-law Nos. 16-69 to 16- 72 inclusive read a first time be now read a second and third time and finally passed; and that the Mayor and Town Clerk do sign and seal the same; any rule of Council to the contrary not withstanding.
