Committee of the Whole (Budget)

Resolved that the February 17, 2022 Committee of the Whole agenda be approved.

Resolved that report FIN 22-02, 2022 Financial Disclosure under Ontario Regulation 284/09, be received; and That the tangible capital asset amortization expense and post- employment benefit expenses be excluded from the 2022 Operating Budget.

Resolved that the Information Request on Heritage Resourcing dated February 17, 2022 be received.

Resolved that Report FIN 22-01 2022 Consolidated Budget Report, dated February 17, 2022 be received; and Page 3 of 4 Committee of the Whole February 17, 2022 That the 2022 general gross operating budget, outlined in Appendix A, in the amount of $25,432,580 and a levy of $15,574,980 be approved; and That the 2022 wastewater gross operating budget, outlined in Appendix A, in the amount of $6,664,750 and a levy of $6,239,750 be approved; and That the 2022 water gross operating budget, outlined in Appendix A, in the amount of $7,539,190 and the water rates outlined in Appendix B be approved; and That the 2022 Downtown Improvement Area gross operating budget, outlined in Appendix A in the amount of $87,350 and a levy of $87,350 be approved; and That the 2022 capital budget, outlined in Appendix C, in the amount of $27,220,790 be approved; and That the creation of a new Library Strategic Priorities Reserve, which aligns with the reserve strategy in By-law 21-85 with the purpose, target rationale and funding method outlined in this report be approved; and That staff be directed to prepare the necessary 2022 Budget, Water Rate and Reserve By-laws for approval at the February 22, 2022 Council meeting.
