Resolved that the Committee of the Whole hereby approves the following items and that the various consent items be approved on the recommendation as contained therein: • Report DRS 22-16, 13 for 13 Festival - Municipal Significance Designation a) Resolved that Report DRS 22-16, 13 for 13 Festival - Municipal Significance Designation, dated July 4th 2022 be received for information; and That Council deem the 13 for 13 Festival a “Municipally Significant” event in order to permit the sale of alcohol during specified event hours.

Resolved That Report TC 22-14 Delegation of Authority for Municipally Significant Events dated July 4, 2022 be received; and That the Council of the Corporation of the Town of Grimsby delegate authority to the Town Clerk or designate to consider requests, and when appropriate, to deem occasions as “events of municipal significance” under the Liquor Licence and Control Act, 2019 as amended.

That Report FIN 22-16 dated July 4, 2022 be received; and That staff be directed to grant $ 62,176 in Development Charges related to 10 affordable units to Christian Horizons, to be funded with in-year surplus. Where in-year surplus is not available, a transfer from the Levy Program Contingency & Stabilization Reserve to fund the grant is approved, with the granting of fees being subject to an agreement between the Town of Grimsby and Christian Horizons to ensure the maintenance of the 10 affordable units for a period of 20 years, with full Page 6 of 9 Committee of the Whole July 4, 2022 repayment if the affordable units are not maintained for the duration of the agreement; and That the Mayor and Clerk be authorized to enter into an agreement with Christian Horizons to ensure the granting of these fees is subject to the maintenance of these 10 units as affordable units for a duration of 20 years.
