Administration Finance Committee

Resolved that Report FCR 18-08 dated July 3, 2018 with reference to the Memorandum of Understanding - CBRNE Chemical, Biological, Radiological, Nuclear, Explosive Incident Response team be received and that the Committee recommends to Council that the recommendations of this report be approved.

Resolved that Report FCR 18-09 dated July 6, 2018 with reference to a by-law to adopt a Joint Niagara West Emergency Management Program and Emergency Management Plan be received and that the Committee recommends to Council that the recommendations in this report be approved for implementation by the Fire Chief/Community Emergency Management Coordinator, and that By-law 18-49 be forwarded to Council for approval.

Resolved that the memorandum from Records Coordinator Jessica Dyson dated June 26, 2018 with reference to the Corporate Records Management Program be received.

Resolved that Report TC 18-09 dated June 26, 2018 be received and that the Committee recommends to Council; Page 3 of 5 Administration & Finance Committee July 9, 2018 1. That the NCAC Niagara Compliance Audit Committee Terms of Reference attached be considered for approval; and, 2. That authority be delegated to the Clerk to appoint members of the NCAC.

Resolved that the Administration & Finance Committee recommends to Town Council that Report FIN 18-19 dated July 9, 2018 with reference to the 2017 Statement of Capital be received.

Resolved that the Administration & Finance Committee recommends to Town Council: 1. That Report FIN 18-20 dated July 9, 2018 regarding the 2017 Environmental Services Statement of Operations be received; and, 2. That the 2017 Sanitary sewer surplus of $67,440 be transferred into the Sanitary Sewer Reserve; and, 3. That the 2017 Water system surplus of $287,485 be transferred to the Water Reserve.

Resolved that the Administration & Finance Committee recommends to Town Council: Page 4 of 5 Administration & Finance Committee July 9, 2018 1. That Report FIN 18-21 dated July 9, 2018 with reference to the 2017 Internal Debt be received. 2. That staff are authorized to proceed with internal loans from the Wastewater Services Development Charges Reserve Fund (DCRF) to the Recreation Service DCRF and the Services related to a Highway DCRF for the amounts of $287,586.69 and $247,097.47 respectively, at an annual interest rate of 1.50%.

Resolved that the Administration & Finance Committee recommends to Town Council that Report FIN 18-22 dated July 9, 2018 with reference to the 2017 Development Charges Reserve Fund Statement be received.

Resolved that the Administration & Finance Committee recommends to Town Council: 1. That Report FIN 18-23 dated July 9, 2018 with reference to the Corporate Card Program Recommendation be received; and, 2. That staff are authorized to enter into an agreement with the Bank of Montreal, under Ontario Share Services #0055915 for the provision of corporate cards.

Resolved that the memorandum prepared by Town Manager D. Brandt dated July 6, 2018 with reference to Lame Duck Council be received.
