Resolved that Report TC 16-07 dated May 5, 2016 be received and that the Council of the Town of Grimsby approve the authority for staff to prepare a policy and by-law for the authority to perform Civil Marriage Solemnization Services.

Resolved that Report FCR 16-06 dated May 6, 2016 with reference to the Tiered Medical Response and Agreement be received and that the Fire Chief be authorized to make changes to the deployment agreement with Niagara Emergency Medical Services to reflect the recommendations in this report and be authorized to execute the renewal of the Emergency Medical Tiered Response Agreement documents.

Resolved that Report DBE 16-4 dated April 11, 2016 be received and that the position of Building and By-law Clerk be added to the Building and By-law staff complement in Grade "F" of the Salaried Document of Working Conditions.

Resolved, 1. That Report FIN 16-11 dated April 28, 2016 regarding the 2016 General Tax Levy and Tax Rates be received; and Page 4 of 7 Administration & Finance Committee May 9, 2016 2. That the tax ratios and subclass reductions as outlined in Schedule A be adopted in accordance with the Regional Municipality of Niagara By-law 05-2016; and 3. That the Town of Grimsby general tax levy and tax rates as outlined in Schedule B be approved and that the tax levy and tax rates be included in the 2016 Tax Levy By-law.

Resolved, 1. That Report FIN-16-12 dated April 28, 2016 regarding the 2016 Regional General and Waste Management Tax Levies and Tax Rates be received. 2. That the Regional Municipal of Niagara General Levy and Tax Rates as outlined in Schedule A be adopted in accordance with the Regional Municipality of Niagara By-law 06-2016, and that the levy and tax rates be included in the 2016 Tax Levy and Tax Rates By- law. 3. That the Region Municipality of Niagara Waste Management Levy and Tax rates as outlined in Schedule B be adopted in accordance with the Regional Municipality of Niagara By-law 06- 2016, and that the levy and tax rates be included in the 2016 Tax Levy and Tax Rates By-law.

Resolved, 1. That Report FIN 16-14 dated April 28, 2016 regarding the 2016 Sanitary Sewer Levy and Rates be received; and 2. That the rates as outlined in Schedule A be approved, and that the levy and rates be included in the 2016 Tax Levy and Tax Rate By-law.

Resolved, 1. That Report FIN 16-15 dated April 28, 2016 regarding the Water Rates be received; and 2. That the rates as outlined in Schedule A be approved, and that the rates be included in the 2016 Water Rates By-law.

Resolved, 1. That Report FIN 16-16 dated May 5, 2016 regarding the 2016 Grimsby Downtown Improvement Area Levy and Rates be received; and 2. That the rates as outlined in Schedule A be approved, and that the levy and rates be included in the 2016 Tax Levy and Tax Rates By- law.

Resolved, 1. That Report FIN 16-17 dated May 3, 2016 regarding the General Statement of Operations be received, and 2. That the 2015 budget deficit of $309,674 be partially funded by $121,600 by not transferring the OMPF grant revenue to reserves, and 3. That the remaining deficit of $188,074 be funded from the Budget Contingency reserve.

Resolved, Page 7 of 7 Administration & Finance Committee May 9, 2016 1. That Report FIN 16-18 dated May 5, 2016 regarding the 2015 Sanitary Sewers Statement of Operations be received, and 2. That the 2015 sanitary sewer surplus of $393,140 be transferred to the Sanitary Sewer Reserve.

Resolved that Town Hall maintains regular opening hours for the public for the entire week of December 23, 2016 and January 2, 2017 and be closed to the public for the week of December 26, 2016 to December 30, 2016 inclusively.
