Resolved that Report P.A. 18-32 regarding Official Plan and Zoning Amendment applications by Homes by DeSantis (Downtown) Inc. 21, 23 Main Street East and 6 Doran Avenue be received.

Seaborn Resolved that Report P.A. 18-32 regarding Official Plan and Zoning Amendment applications by Homes by DeSantis (Downtown) Inc. 21, 23 Main Street East and 6 Doran Avenue be received and: 1) That an Official Plan Amendment in the form attached as Attachment “A” to the peer review be approved once Recommendations 3 and 4 are met. 2) That the proposed application for Zoning By-law Amendment at 21-23 Main Street East and 6 Doran Avenue be approved in principle and that the reading of the by-law attached as Attachment B to the peer review occur once recommendations 3 and 4 are met. 3) That the Cultural Heritage Report be updated to the satisfaction of the Town to address the comments raised by Letourneau Heritage Consulting Inc. with regards heights, scale, massing and setbacks, as well as to address the appropriate heritage policy in the impact analysis. 4) That the entirety of the properties covered by the application be merged into one lot. Page 3 of 6 Planning & Development Committee November 13, 2018 5) That the creation of an easement, through the subject property to provide access from the lane to Doran Avenue, be addressed during the Site Plan Control process. Further that staff is hereby authorized to commence the process for the disposition of the lane described in the report in accordance with Town policy.

Seaborn; Resolved that Report P.A.18-31 regarding application by Homes by DeSantis (Casablanca) Inc., 13 Windward Drive be received and that the zoning amendment application be approved as amended by the report and that a draft by-law attached to the report as Appendix "A" be forwarded to Council for approval with the word accessory being removed for stand alone Medical Clinic.

Seaborn; Resolved that the Planning & Development Committee meeting of November 13, 2018 be extended beyond 11:00 p.m.

Johnston; Resolved that Report P.A. 18-33 regarding the recommendation that the Town of Grimsby pass a resolution to allow the applicant at 364- 368 Park Road North to make an application to the Committee of Adjustment prior to March 19, 2020, be received and that the applicant is hereby authorized to apply for a minor variance in accordance with Section 45(1.4) of the Planning Act.

Seaborn; Resolved that Report P.A. 18-35 regarding a proposal that the Planning Director attend the American Planning Conference be received; And that the Planning Director's request to attend the 2019 American Planning Association Conference be approved.

Seaborn; Resolved that Report P.A. 18-35 regarding Planning Department Staff, 2019 Planning Department Budget be received; And that Council be requested to consider extension of the Junior Planner and Heritage Planning Assistant positions within the Planning Department Budget through to the 2020 consolidated budget within the 2019 Consolidated Budget.

Resolved that the following Public Meeting minutes be adopted as Schedule "A" to the Planning & Development Committee minutes, dated November 13, 2018. Schedule "A": Public Meeting Minutes, dated October 9, 2018, regarding a Zoning Amendment Application 26Z-16-1710 and Official Plan Amendment OP-16-1703 - 6 Doran Avenue and 21-23 Main Street East

Resolved that the minutes of the Grimsby Economic Development Advisory Committee of October 31, 2018 be received as information.

Resolved that the publications “The Streets of Grimsby from “A –W” and “The Nelles Heritage Driving Tour” as published by the Grimsby Heritage Advisory Committee may be reprinted by the Grimsby Historical Society.
