Resolved that the Heritage Grimsby Advisory Committee minutes of July 12, Committee of Adjustment minutes of July 19, Grimsby Economic Development Advisory Committee minutes of July 20, and Active Grimsby Advisory Committee minutes of July 20, 2022 be received.

Resolved that the written delegation from Greg Middleton be received.

Resolved hat report FIN 22-22, 2021 Grimsby Downtown Improvement Area Financial Statements dated August 2, 2022, be received as information.

Resolved that Report FIN 22-25 Bank Signing Authority Update dated August 2, 2022 be received.

Resolved That report FIN 22-21, 2021 Consolidated Financial Statements and Trust Fund Statements, be received; and That the draft 2021 Consolidated Financial Statements and Trust Fund Statements in Appendix A be approved; and That the approved financial statements be finalized with the auditors and published on the Town’s website and circulated to stakeholders as required.

Whereas staff, through the leadership of the CAO, have exceeded Council’s expectations exponentially by advancing Council’s strategic priorities. Therefore be it resolved that Report CAO-22-08 Summary of Council’s Strategic Priority Accomplishments from 2019-2022 dated August 2, 2022 be received. Resolved that Report DRS22-17 Parks, Recreation and Culture Information Report – August 2022, dated August 2, 2022 be received for information.

Resolved that Report DRS22-18 Grimsby 100 Celebration Update and Road Closure dated August 2, 2022 be received for information; and That Council endorse Grimsby 100 event related road closures on Main St. West on September 24th to be forwarded for approval by the Niagara Region.

Resolved that Report PA 22-30 be amended as follows: • That the draft Official Plan Amendment and Zoning By-law Amendment be amended to reflect a 450m setback.

Resolved That Report PA 22-30, Recommendation Report – Cannabis Growing Facilities Draft Official Plan and Zoning By-law Amendment, dated August 2, 2022, as amended, be received; That the Official Plan Amendment and the draft by-law attached to the report as Appendix ‘A’, as amended, be submitted to Council for approval; That the Zoning By-law Amendment to Zoning By-law 14-45, as amended, and the draft by-law attached to the report as Appendix ‘B’, as amended, be submitted to Council for approval; That the background documents for the Official Plan and Zoning By-law Amendments, including the Cannabis Growing Facilities Land Use Review, attached as Appendix ‘C’ be received; That staff be directed to amend By-law 22-51 (Site Plan Control and Delegation By-law) to include the requirement of site plan approval for cannabis facilities following the approval of the Official Plan and zoning amendments; and That staff be directed to prepare a report for Committee to consider cannabis licensing.
