Resolved that Resolution PD-19-69 be lifted from the Planning & Development Committee meeting minutes of September 10, 2019 to deal with Report P.A. 19-34 regarding a request for extension of draft plan of vacant land condominium approval, 1671228 Ontario Inc. for further discussion.

Resolved that Resolution PD-19-69 of the Planning & Development Committee meeting minutes of September 10, 2019 be amended to read: Resolved that Report PA 19-34 regarding a request for Extension of Draft Plan of Vacant Land Condominium approval, 1671228 Ontario Inc. 15 Lake Street, Town of Grimsby, be received; and, That the draft approval be extended for a six month period to March 18, 2020.

Resolved that the Council meeting minutes of August 26, 2019; August 28, 2019 and September 4, 2019 be approved.

Resolved that the delegation of Megan McGlashan, Senior Research Associate from Environics with reference to the Governance Survey be received.

Resolved that Maureen Shantz, Board Member of the Alzheimer Society Niagara Region with reference to the 24th Annual Coffee Break campaign be received.

Resolved that Janet Handy, Kristen French Child Advocacy Centre Niagara with reference to New programming be received.

Resolved that Doug Giles, Director of Community and Long Range Planning with reference to the Regional Plan Amendment No. 13 (ROPA 13) be received.

Resolved that the Peach King Centre Expansion Report DRS19-43 be received for information and that staff be authorized to proceed with an expedited process for the project as outlined, with the intention of making an application to the Investing in Canada Infrastructure Program.

Resolved the Grimsby Town Council approves that staff be authorized to enter into an agreement under Ontario Education Collaborative Marketplace (OECM) Software License Products and Related Services #2018-318-01 with Softchoice Canada Inc. for the provision of software licenses.

Resolved that A. Boncori, Acting Director of Building & By-law provide a verbal update with reference to the New Site Alteration be received.

Resolved that the Planning & Development Committee meeting minutes of September 10, 2019 be received and that the recommendations contained therein be approved as amended.

Resolved that the Public Works Committee meeting minutes of September 11, 2019 be received and that the recommendations contained therein be approved as amended.

Resolved that CN Corporate Services indicated that June 6, 2019 marks the 100th anniversary of CN Rail and the request that September 23 - 29, 2019 be declared as Rail Safety Week.

Resolved that the correspondence from the City of St. Catharines with reference to Vacant Home Tax be received.

Resolved that the correspondence from the Niagara Peninsula Conservation Authority with reference to the Mandate of Conservation Authorities be received.

Resolved that leave be given to introduce By-law Nos. 19-81 - 19-88 inclusive and that same be read a first time.

Resolved that Council meet in Closed Session under Section 239(2)(f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose - and Section 239(2)(b) personal matters about an identifiable individual including municipal or local board employees and Section 239(2)(e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; • Conveyance of unopened road allowance • Appointment of GEDAC members • 153 Mud Street, Grimsby

Resolved that leave be give to introduce By-law Nos. 19-81 - 19-88 read a first time be now read a second and third time and finally passed; and that the Mayor and Town Clerk do sign and seal the same; any rule of Council to the contrary notwithstanding.
