Resolved that the minutes of the Council meeting of October 5, 2015 be approved.

Resolved that the delegation of Chair Shirley Cordiner and CEO Ellen Balmain of Niagara Regional Housing with reference to an update on affordable housing in Niagara be received.

Resolved that the minutes of the Administration & Finance Committee meeting of October 13, 2015 be approved.

Resolved that Report P.A. 15-38 regarding zoning amendment application by G. and D. Warkentin for the removal of holding provisions, 241 Main Street East, be received and that the application be approved. Further that the draft by-law attached to the report as Appendix 'A' be passed.

Resolved that Ryan Gaudet be appointed to the Grimsby Downtown Improvement Area to fill the recent vacancy on this Committee.

Resolved that the correspondence from the Ministry of Citizenship, Immigration and International Trade regarding June Callwood Outstanding Achievement Award for Voluntarism in Ontario be received.

Resolved that leave be given to introduce By-law Nos. 15-80 to 15- 83 inclusive and that same be read a first time.

Resolved that Council go into a Closed Session under Section 239(2)(d) of the Municipal Act, 2001, labour relations or employee negotiations: - Memorandum from Town Manager - Employee negotiations

Resolved that Council return to an Open Session.

Resolved that the Confidential Memorandum from Town Manager Keith Vogl, dated October 15, 2015 in reference to Employee negotiations be received.

Resolved that leave be given to introduce By-law Nos. 15-80 to 15- 83 inclusive read a first time be now read a second and third time and finally passed; and that the Mayor and Town Clerk do sign and seal the same, any rule of Council to the contrary notwithstanding.
