Resolved that Report P.A. 18-05 regarding the Grimsby GO Transit Station Secondary Plan be received; That the following changes be incorporated into the proposed Secondary Plan: Schedule G (identified as Schedule 5 to the amendment) be changed to identify all parcels currently designated Service Commercial Area in Schedule B & B1 of the Town of Grimsby Official Plan; Section 12.3.2 (e) (General Policies) be changed as follows: e) Notwithstanding the policies of Section12.0 of this Plan, the policies of Section 3.6.3 (Service Commercial Area) of the Town of Grimsby Official Plan apply to development and/or redevelopment of existing Service Commercial uses sites within the Secondary Plan Area. shall continue to apply to the sites identified on Schedule G of Page 3 of 9 Planning & Development Committee February 13, 2018 this Plan, until such time as residential uses are proposed for development or redevelopment of any of those sites. Section 12.3.18 (Building Height) be changed as follows: ii) All developments which are proposed to be taller than 6 storeys shall require a light/shadow study, in accordance with guidelines in Section 12.6.9.4 of this plan, and an urban design study to demonstrate how the development fits within the context of the site and surrounding area. Resolved that Report P.A. 18-03 regarding applications for Draft Plan of Standard Condominium approval by Branthaven Lakeview Inc., for the mixed use buildings in the Lake House Subdivison (Blocks 7 and 8) be received and that: a) the plan of standard condominium, be draft approved subject to the conditions in Appendix "A" to the report; and b) the appropriate by-laws be passed that authorize the Mayor and Town Clerk to sign all the agreements on the Town's behalf necessary to implement these approvals.

Resolved that Report DBE-18-1 dated February 13, 2018, be received and the Building Department 2018 Operating budget with a gross amount of $642,000.00 and a levy amount of $0 and the 2018 Capital budget of $45,500.00 be approved and forwarded to the Administration & Finance Committee for consideration in the overall budget.

Resolved that Report DBE-18-2, dated February 13, 2018 be received and the By-law Enforcement 2018 Operating Budget with a gross amount of $208,660.00 and a levy amount of $148,660.00 be approved and forwarded to the Administration & Finance Committee for consideration in the overall budget.

Resolved that Report P.A. 18-04, regarding the 2018 Planning Department Operating budget with a gross amount of $876,730 and a levy amount of $406,510, be approved for consideration in the 2018 Consolidated Budget. That the 2018 Economic Development Budget with a gross amount of $19,560 and a levy amount of $19,650 be approved for consideration in the 2018 Consolidated Budget. That the 2018 Heritage Conservation Budget with a gross amount of $24,450 and a levy amount of $24,450 be approved for consideration in the 2018 Consolidated Budget. That the 2018 Planning Capital Budget with a gross amount of $2,000 and a levy of $0 be approved for consideration in the 2018 Consolidated Budget.

Resolved that Report P.A. 18-06, regarding the Ministry of Housing Development Charges Rebate Program be received; And that the Town of Grimsby is interested in participating in the program and hereby assigns Niagara Region as the administrator of the program for the Town of Grimsby.

Resolved that the minutes from the Heritage Grimsby Advisory Committee meeting of January 16th, 2018 be received as information.

Resolved that the minutes of the Heritage Grimsby Advisory Committee meeting of January 23, 2018, be received as information.

Resolved that the minutes from the Heritage Grimsby Advisory Committee meeting of February 6th, 2018, be received as information.

Resolved that 314 Main Street East be designated under Section 29, Part IV of the Ontario Heritage Act as a property of cultural heritage value or interest.
