Resolved that the delegation of James Brennan, Partner with Grant Page 2 of 4 Administration & Finance Committee December 11, 2017 Thornton LLP, Chartered Professional Accountants and Director of Finance and Town Treasurer, S. Gruninger with reference to 2016 Audited Financial Statements be received and that the Committee recommends that Council approve the 2016 Audit Financial Statements.

Resolved that Report TC 17-15 dated November 22, 2017 be received for information.

Resolved that Report TC 17-16 dated November 24, 2017 be received and that the Committee recommends that the attached policy be approved by Council.

Resolved that Report TC 17-17 dated November 30, 2017 be received for information.

Resolved that Report FCR 17-09 dated November 10, 2017 with Page 3 of 4 Administration & Finance Committee December 11, 2017 reference to the Grimsby Fire Department (GDD) Fees Schedule Update be received and that the Committee recommends that the 2017 GFD fees Schedule be approved for inclusion in the corporate Consolidated Fees By-law.

Resolved that the Administration & Finance Committee recommends to Town Council: 1. That Report FIN 17-26, 2018 Borrowing for Current Expenditures be received; and, 2. That a by-law for temporary borrowing arrangement in the amount of $5,000,000. be approved.

Resolved that the Administration & Finance Committee recommends to Town Council: 1. That Report FIN 17-27 regarding the Reserve and Reserve Fund Policy be received; and, 2. That the Reserve and Reserve Fund Policy be approved.

Resolved that the Administration & Finance Committee recommends to Town Council: 1. That Report FIN 17-28 regarding the General and Environmental Service Operating - Budget to Actual at October 31, 2017 be received for information.
