Resolved that the delegation from the Niagara Region regarding the Vision Zero Road Safety Program be received.

Resolved that Report DPW21-32 Region of Niagara Vision Zero Program dated December 20, 2021 be received; and That the Amending Agreement to the Niagara Region Courts Inter- Municipal Agreement attached as Appendix A be approved for the purpose of advancing the Vision Zero Program; and That the Mayor and Clerk be authorized to execute the Amending Agreement to the Niagara Region Courts Inter-Municipal Agreement. Resolved that the Committee of the Whole hereby approves the following items and that the various consent items be approved on the recommendation as contained therein: • Report FCR 21-07 Lease Agreement • Report DPW21-35 Grimsby DWQMS-Risk Assessment Report • Report DPW 21-34 Drinking Water QMS Operational Plan Endorsement a) That Report FCR 21-07 Lease Agreement dated December 20, 2021 be received; and That Council direct the Clerk to proceed with a Lease Agreement with the Canadian Emergency Responders Robotic Association at Fire Station # 2, effective January 1, 2022. b) That Report DPW21-35 2021 Drinking Water QMS Risk Assessment Review, dated December 20, 2021, be received for information. c) That Report DPW21-34 2021 Drinking Water QMS Operational Plan Endorsement dated December 10, 2021 be received; and That Council endorse the current revision of the Drinking Water QMS Operational Plan, dated September 2021; and That the Mayor be authorized to sign the current revision of the Drinking Water QMS Operational Plan; and That Council re-endorse the existing Drinking Water QMS Policy statement.

Resolved that Report FIN 21-37 Bi-annual procurement report, dated December 20, 2021, be received.

Resolved that Report CAO 21-20 Diversity, Equity and Inclusion Update, dated December 20, 2021, be received; and That any new advisory committees, including the creation of a Citizen Advisory Committee on Diversity, Equity and Inclusion, be established after the 2022 Municipal Election based on new term of Council priorities, at which time committees may establish their own Terms of Reference (TOR) based on committee-specific mandates to ensure effectiveness and efficiency.
