Resolved that the Council meeting minutes of September 19, 2016 be received and the recommendations contained therein be approved.

Resolved that the delegation of Margaret McIntosh and Lydia Schulenberg, Toastmasters International with reference to a request to declare October 23 to 29, 2016 as Grimsby Toastmaster Week be approved.

Resolved that the Council of the Town of Grimsby lift Resolution # DRS 16-29 from the September 27, 2016 Recreation Services Committee meeting for separate consideration.

Resolved that the Council of the Town of Grimsby refer Resolution Page 3 of 7 Council October 3, 2016 # DRS 16-29 back to Staff for staff to provide further information regarding the Carnegie Building Renovations.

Resolved that the Recreation Services Committee meeting minutes of September 27, 2016 be received and the recommendations contained therein be approved as amended.

Resolved that Report TC 16-15 dated September 28, 2016 be received and that Council consider the following Resolution, as requested by Enbridge Gas Distribution: Be it resolved 1. That the Council of the Town of Grimsby approves the form of draft By-law (including the franchise agreement forming part thereof) attached hereto and authorizes the submission thereof to the Ontario Energy Board for approval pursuant to the provisions of Section 9 of the Municipal Franchises Act. 2. That the Council of the Town of Grimsby requests the Ontario Energy Board to make an order dispensing with the assent of the municipal electors of the attached draft By-law (including the franchise agreement forming part thereof) pursuant to the provisions of Section 9(4) of the Municipal Franchises Act.

Resolved that the Committee of Adjustment meeting minutes of September 20, 2016 be received and filed.

Resolved that the correspondence from the Niagara Region dated September 26, 2016 with reference to recommendations from the Transportation Steering Committee pertaining to the Niagara District Airport and the Niagara Central Dorothy Rungeling Airport be received.

Resolved that the correspondence from the District School Board of Niagara dated September 30, 2016 with reference to the West Niagara Secondary Accommodation Review involving Beamsville District Secondary School, Grimsby Secondary School and South Lincoln High School be received.

Resolved that Grimsby Town Council accept with regret the resignation of Ryan Gaudet from the Grimsby Downtown Improvement Area Committee.

Resolved that the Council of the Town of Grimsby appoint John Dunstall to the Grimsby Downtown Improvement Area Committee.

Resolved the leave be given to introduce By-law Nos. 16-65 to 16-68 inclusive and that same be read a first time.

Resolved that leave be given to introduce By-law Nos. 16-65 to 16-68 inclusive read a first time be now read a second and third time and finally passed; and that the Mayor and Town Clerk do sign and seal the same; any rule of Council to the contrary not withstanding.
