Resolved that the Council meeting minutes of March 16, 2015 be approved.

Resolved that the Special Council meeting minutes of March 26, 2015 be approved.

Resolved that the Grimsby Public Library Board minutes of February 11, 2015 be received.

Resolved that the Planning and Development Committee minutes of March 24, 2015 be approved.

Resolved that the Committee of Adjustment meeting minutes of March 24, 2015 be received and filed.

Resolved that the Committee of the Whole meeting minutes of March 30, 2015 be approved.

Resolved that utilizing the funds received from Niagara Power Inc. in-lieu of Shareholder representative remuneration, bursaries be established to be awarded annually for this term of office being December 2014 to October 2018, as follows: 1. That $500 each for one male and one female graduating student at Blessed Trinity Catholic Secondary School and at Grimsby Secondary School to be granted to the students who volunteer the most hours to the community based on the records kept by the schools; and, 2. That funds in the following amount be distributed from the funds received from Niagara Power Inc. in lieu of Shareholder representative Directors' compensation: CHARITY West Niagara Second Stage Housing $1500.00 FORT $1500.00

Resolved that Report DBE-15-5 dated March 24, 2015 for information of the 2015 proposed increase in permit fees and amendment to the fees schedule, to include fees for services not previously collected be received and a Fee By-law effective April 7, 2015 be forwarded to Council for passage.

Resolved that Report FIN 15-09 dated April 2, 2015 regarding the 2015 Consolidated Budgets - Supplementary Report be received, and 1. That the 2015 consolidated general budget of $27,094,165 and a general tax levy of $9,282,030 be approved and included in the 2015 tax rate by-law; and 2. That the 2015 consolidated sanitary sewer budget at $7,590,000 and sanitary sewer levy of $4,990,500 be approved and included in the 2015 tax rate by-law; and 3. That the 2015 consolidated water budget of $8,286,750 and a water rate increase of 2% be approved and included in the 2015 water rate by-law; and 4. That in accordance with Ontario Regulation 284/09, the Town exclude from its current estimates amounts for amortization expense and post-employment benefit expenses.

Resolved that leave be given to introduce By-law Nos. 15-28 to 15- 30 read a first time be now read a second and third time and finally passed; and that the Mayor and Town Clerk do sign and seal the same, any rule of Council to the contrary notwithstanding.
